President Donald Trump's warning Thursday that his earlier "fire and fury" threat is "not a dare, it's a statement" rattled global investors and pulled Wall Street sharply lower. It also helped lift U.S. market volatility, in the form of the CBOE's 'VIX' index, to its highest level since Nov. 8 during U.S. trading.
"He's not going to go around threatening Guam. And he's not going to threaten the United States. And he's not going to threaten Japan. And he's not going to threaten South Korea," Trump said. "Let's see what he does with Guam. [If] he does something in Guam, it will be an event the likes of which nobody's seen before, what will happen in North Korea."
