Canadian Minister of Natural Resources Joe Oliver tells TheStreet's Joe Deaux the European Commission's fuel quality directive is unscientific. Oliver says the directive has assigned higher GHC levels in the oil sands than Canada says they are. The minister says this disadvantages Canada compared to European refiners, as opposed to achieving a reduction in greenhouse gasses. But Oliver says Canada thinks Europeans are in the process of making it factually more consistent.
