The Dow Jones Industrial Average has reached a new record high for the first time since January 26. The S&P 500 also closed the day at a record high.
The Dow rose 0.95%, or 251 points to 26,657, while the S&P 500 gained 0.78%, or 23 points to 2,931, and the Nasdaq rose 0.98%, or 78 points to 8,028.

The Dow has risen more than 300% since it bottomed out at 6,470 intraday on March 6,2009 during the nadir of the financial crisis that rocked Wall Street nearly a decade ago.

Under Armour to Cut 3% of Its Global Workforce
Shares of sports apparel maker Under Armour (UAA) are up more than 4% Thursday after the announced that it will be 3% of its global workforce by March 2018.
The 400 jobs that will be eliminated will cost the company between $200 million and $220 million in severance costs, up from its previous forecast of between $190 million and $210 million.
"This redesign will help simplify the organization for smarter, faster execution, capture additional cost efficiencies, and shift resources to drive greater operating leverage as we move into 2019 and beyond," said Chief Financial Officer David Bergman, in a press release.
EU Gives Facebook Until the End of the Year to Change Rules
The European Union wants Facebook (FB) to provide its users with more information about how the company is using their data by the end of the year or face sanctions from the bloc.
"I will not hide that I am becoming rather impatient. Progress is not enough for me. I want to see the results," Justice Commissioner Vera Jourova told a press conference, according to NBC News.
Jourova said that Facebook should update its terms and conditions by October 18 so that regulators have time to review them before the year's out.

U.S. futures are rising across the board Thursday as markets take the latest round of tariffs in stride.
Dow futures are rising 0.27%, indicating an open 72 points higher, while S&P futures rise 0.2%, indicating an open 6 points higher, and Nasdaq futures gained 0.32%, indicating an open 24 points higher.
Asian markets were mixed, with the Shanghai Composite falling 0.06%, the Hang Seng rose 0.26%, and the Nikkei gained 0.01%.
In Europe, the FTSE 100 was rising 0.22%, the DAX rose 0.55%, and the CAC 40 rose 0.78%, with about four hours left in trading.
